The enterprises believe that the latest government policies have brought benefits to enterprises to a certain extent, especially technology companies, such as research and development funds, have increased support. Enterprises hope that the policies in reducing financing costs and tax burdens can be further specific and more operational, especially for small and micro enterprises, including some labor-intensive manufacturing enterprises. In addition, officials suggested that the policy also needs to have a certain coherence and stability.
The sword refers to the high taxes and fees of enterprises
The latest "Opinions on Further Reducing Enterprise Costs and Enhancing New Momentum for Economic Development" issued by Wuhan City proposed 9 policies to further reduce the tax burden of enterprises. The goal of Wuhan City is to strive to reduce the cost of enterprises by 26.032 billion yuan throughout the year.
The Guangdong version of the policy covers 61 specific policies in 10 aspects, involving taxation, land use, social security, financing and other aspects. The official estimate is that after implementation, the cumulative cost reduction for enterprises will exceed 200 billion yuan in 2018-2020.
Fujian's policies also focus on reducing the tax burden of enterprises, including fully implementing the policy of reducing the value-added tax rate, raising the standards for small-scale taxpayers, refunding the value-added tax credits of some industries, and exempting new energy vehicles from vehicle purchase tax, etc.
The reporter interviewed a number of people from manufacturing and technology companies. Among them, the loudest voices are also hoping to have tangible tax reduction measures in terms of taxation.
There are mixed responses to the policies introduced at the government level. Luo Bin, the person in charge of Wuhan Diaolong Data Company, told the 21st Century Business Herald reporter that, taking the policy of Wuhan City as an example, the VAT reform measures mentioned in it will increase the VAT rate of manufacturing and other industries from May 1, 2018. The reduction from 17% to 16%, and the implementation of the policy of deduction and exemption of corporate income tax for the R&D expenses of high-tech enterprises are all favorable policies for their enterprises.
When talking about the specific policies related to tax reduction, the financial director of a technology company in Wuhan suggested that the current policies are relatively complete for the technology companies that are supported by the local government, but it remains to be seen how the companies can better enjoy these policies in a reasonable and compliant manner. , In addition, I hope to reduce the procedures for enterprises to handle various matters. Regarding the relevant tax policy, now the tax refund is processed first, but the tax refund process takes a long time, and I hope the approval time can be accelerated.
The financial person in charge of the above-mentioned company also said that for the application of government subsidies, some projects submitted documents that are too complicated and need to provide audit reports, but some subsidy declaration amounts may not reach the audit fee, and hope to have more flexible policies.
The most wanted policy package for small and micro enterprises

Wu Liangtao, senior partner of Beijing Yingke (Wuhan) Law Firm, which serves many enterprises, told the 21st Century Business Herald reporter that at present, some manufacturing enterprises and small and micro enterprises involved in people's livelihood have very low profit margins. From a policy perspective , the above-mentioned policies will obviously reduce the burden on technology enterprises with good development momentum, but at present, many small and micro enterprises, including some traditional manufacturing enterprises, are at a difficult time of transformation.
Lin Dezhi, an entrepreneur in the cultural and media industry in Fuzhou, Fujian, said that the Fujian version of the policy has little impact on small and micro enterprises like them, because they themselves do not pay a lot of taxes, but the social security payment is a large sum of money for the company. Pressure, hope there is room for transition. Some Beijing technology companies have also mentioned the issue of social security payment and hope that the company can have some Beijing hukou indicators.
The Wuhan version of the policy mentioned that the amount of re-loans and re-discounts to support small and micro enterprises and "agriculture, rural areas and farmers" should be increased. In addition, it also mentioned the active operation of the city's small and micro enterprise financing emergency funds to help small and micro enterprises and medium-sized manufacturing enterprises to obtain bank loan renewal support in a timely manner.
Liu Hai, who started a business in the Internet of Things and intelligent security in Wuhan, told the 21st Century Business Herald reporter that the current production cost continues to rise. The price of raw materials fluctuates greatly, labor costs rise, social security, medical insurance and other expenses increase accordingly, the rent of business sites increases rapidly, and profit margins are "multiple squeezed". The government has also recently introduced some policies, such as reducing the burden of patent payment for enterprises, suspending the collection of patent registration fees; reducing the value-added tax rate; continuing to implement the preferential policy of "five insurances and one housing fund", expanding the scope of exemption of employment security funds for the disabled, and implementing insurance policies for employees. Enjoy skill improvement subsidy policies, etc. These policies have indeed reduced some of the burden on enterprises.
"We also hope that the government can provide appropriate subsidies for the categories with large price increases of raw materials and the rent of business sites." Liu Hai said that in terms of financing, we hope to introduce good policies, shorten the processing time, and simplify the approval procedures. Appropriate subsidies will be given to financing expenses to solve the problem of enterprise capital shortage.
